Asia-Pacific
The Osaka proposition connects gaming with hotel, convention, exhibition, theatre, dining and tourism infrastructure on Yumeshima. MGM’s 2030 target should be read in the context of a destination that must receive millions of visitors, not simply a single building handover.
For New Zealand readers, Osaka is the region’s clearest test of whether integrated-resort policy can turn a heavily conditioned gaming licence into a broader international tourism asset.
We look for updates to the implementation agreement, financing contributions, transport readiness, vertical construction, operator recruitment and formal regulatory milestones. Renderings alone do not move a project forward in our tracker.
Middle East
Wynn’s September 2027 target is the nearest major opening in this tracker. The resort is also a test of the UAE’s new commercial-gaming regulatory capability and Ras Al Khaimah’s ability to deepen its destination offer.
Early senior hiring is an important leading indicator. The operating organisation must translate a new regulatory environment into thousands of procedures, system configurations, staff competencies and guest interactions before opening.
North America
The three downstate licence decisions completed a long competition, but they began a more demanding reporting phase. The New York State Gaming Commission required each successful applicant to accept an independent third-party monitor for at least five years.
We will report delivery against the approved record: site control, investment, amenities, community benefits, transport measures, schedules and changes. “Licensed” is a legal status; it is not a synonym for “built”.
A company’s expected opening is valuable information, but it is forward-looking. Elvari Scope always attributes a schedule, dates its verification and changes status only when a primary record supports the change.
